University Legal Services (ULS) is a housing services provider. In addition to assisting clients with their homeownership goals, counseling provides the tools to help sustain homeownership. And counseling provides clients the tools to improve their financial health, increase savings, reduce debt, raise credit scores, decrease reliance on payday lending, reduce financial stress, and improve financial satisfaction.

Housing counselors help people secure the American dream of homeownership. First-time homebuyers, renters and struggling homeowners need the support of certified, bilingual housing counselors invested in the best long-term housing solution for their families.

ULS also provides asset management services to residents of tenant-owned affordable housing cooperatives in the District of Columbia. Under DC law, the Tenant Opportunity to Purchase Act (TOPA), affords tenants the opportunity to buy their apartment building when the owner decides to sell. The preservation of these units tenants have purchased and converted to low-yield cooperatives is vital to maintaining affordable multi-family housing in the District of Columbia. Our housing services focus on low-to- moderate-income families and individuals. ULS provides individual counseling services, group workshops and trainings.

ULS’ Asset management unit works with long-term DC residents to preserve affordable multi-family homeownership, and empower residents with the skills to successfully manage their cooperatives to ensure long-term success.
